Making a script to give one rank a certain package like in Medieval Warfare: Reforged, please help?

I can script a little bit but when I try to do this I confuse myself on what to put and can't focus on what really is happening. Once I get that part done I can't seem to finish what I've started. Anyone know how to do this?
