How to Enable or Disable Sunrays using a script for "Admins"?

So I have a game where we have SunRays enabled. I want to make a chat command for players (specified by userID) to be able to Enable or Disable Sunrays with a command such as;

/Enable Sunrays /Disable Sunrays

I'm fairly new to scripting so I've ran a few trials but nothing has seemed to work, any opinions or suggestions?
