How do I show Tooltip?(Read Desc.)

Ok, im trying to make it so when I click tool the tool tip shows up like +1 +5 or +10. Not big but enough to were its visible. How would i go around doing this. Would i run a localScript, server script, or just gui that appears and disappears upon activation of the tool. i have a custom backpack system so the tooltip does not show when equiped.
