When should you use scale and when should you use offset?

I am always confused with this. I know what the two are. Offset are pixels from one edge of the screen. Scale is sort of a percentage of the screen. The problem is when I make my UI, it looks good on my monitor, but when I test it with friends, they say it doesn't look right. A wiki article or some assistance would be much appreciated. Thank you all in advance!

It's just like having a "Hint" In your game, It looks great for a certain type of computer, But then on another type of computer it does not, Because they have a different size computer, yet the size/position is still the same. You'd have to make it adjust to whatever computer format plays your game.
