difference using LocalTransparencyModifier compared to changing transparency properties?

Aren't they the same thing if you change them locally?

I think LocalTransparencyModifier is a better transparency method for BaseParts. Like they can change meshes transparencies, so you don't see your character when you got in first person view, but other can? This is only my guess.
