Why is starterpack giving tools to the player's character instead of the player's backpack?

I put two tools inside starterpack. When I just put one of them into starterpack, the player receives the tool in their backpack and everything works, but when I put the second one in, the tool instead of going to the player's backpack goes to their character for some reason. I have no idea why this has happening and I tried everything but nothing works. Does anyone know why this is happening or if I can use any alternatives to starterpack?
