So unfortunately you are not able to create assets that you can post to the catalog. The only thing you can do is create assets and post them to your profile for people to take and add to their games. Hopefully, this answers your question.

You cannot. However, you can apply for the UGC Program here: https://survey.roblox.com/s3/UGC-Catalog-Application. By the way, make sure to include a video of you making the accessory for a higher chance of getting in.
