Using In Game Items To Upgrade Your Different Power, How Do I Do It?

So im making a game and i am a bit confused on this part, so each player would get a different power after using an item (i dont need help with the item that gives you said power) and there are separate items that you can pick up that are randomly generated, you can use some of those items to upgrade certain powers to a different/better power, i am confused on how i would implement that. (Only the upgrading part)
