How to make pointing hands at players system?

Hello, devs!

I wanted to make game with system like in breaking point, pointing player hand at any player. Just hand follows player mouse. I would love some help like how to start making that system, but I have no idea how to start so I searched for that on youtube but there was no content that shows it so I decided to ask a question on this website. I hope I can get some help from you. Thanks is advice.
