How do I create an over the shoulder camera?

I really want to replicate the camera used in PvZ Garden Warfare. It's an over the shoulder camera and the player's character is close to the bottom left. You can only rotate the camera a few degrees up and down on the y axis, and you have full control of the x axis. I have locked the camera into shift lock mode but I have no idea how to change the camera position or how far it turns.

Simplified: Shift Lock camera with offset to the top right. Limited camera rotation on the y axis.

I have been researching shift lock and over the shoulder cameras on roblox for about an hour and I just can't find a solution for my problem.
