How do I make a chat flag system?

So I am trying to make a chat flag system because there are many flaws with roblox’s chat system and also, I wanna bring an end to toxic players in my game. For example, if someone finds a loophole to curse, the system will flag it saying “sorry I said something rude” or something like that. Or, if someone is spamming “ez” every time they kill someone, then the chat would say “gg nice game” or something like that. I currently have no idea how to do that. Any help is appreciated!
