How to start a booking system?

I want to make a booking system for my group which limits the amount of users that can book, similar to an seat booker for an airline but this one will display the users names on another screen and then staff can switch a button on type a cmd in and all the users who have booked will be teleported to them. I have no clue where to start, could anyone point me in the right direction??
