How could I make a lighting effect similar to this one?

There is this one lighting effect I have seen on many recent games. It makes the character look almost reflective and smoother. Here is a link to an example photo (taken in "Soul Shatters Test Place"). I have tried to mess around with lighting settings, but was only able to make the character seem darker. I could not replicate the reflective effect. Any help is greatly appreciated! Thanks! -noob0844
