When i say chat bar im talking about where you enter the text you want to chat, is there any possible way to do this? Im not sure if its scripting or basic gui movement.

You can try that
StarterGui:SetCore('ChatWindowSize', UDim2.new(0.249, 0.249, 0))
StarterGui:SetCore('ChatWindowPosition', UDim2.new(0.675, 0, 0.025, 0))
and if you want change the transparency of your TopBar
PlayerGui:SetTopbarTransparency(1)

Well, I'm pretty sure a GUI is created in the player's PlayerGui that has the chat box in it
Try using the explorer to look for it when in game
