How can I make a circle pop up effect like egg hunt 2018?

Okay so, when you want to teleport to another world in egg hunt 2018, theres this like circle thing and it goes smaller with the frame outside. If you play the game, you will know what I mean. It's hard to explain. If anyone can tell me how u do it, that will be great.
