Sadly, yes, terrain can be stolen. The some things that cannot be stolen are server scripts, and anything in server storage and server script service

Wait I thought those can be stolen... I knew this because I once wanted to copy a game and they included that those can be copied.

Know this is late, but anything in ServerScriptService and ServerStorage don't replicate. So unless you had a major security flaw like a SS executer, you should be safe. Server Scripts also cannot be stolen as their source code isn't replicated to the client.

When the exploiter copies a game, maybe. I think they can copy even scripts, so copying terrain is default for them.
