Kind of like in the game Notoriety on Roblox. when tied citizens have their arms behind their back until game ends or they die or their untied. The animation for them doesnt end. How would i do that?

Insert the animation id in the npc, make sure the animation is looped and it should work
It's a little bit complex but you have to use a plugin that you should already have, go to your toolbox and look up "play animation", Then click the one with the character that's all gray with a box head. Next click the plugin rig builder (you should already have it), make a r6 rig then go to the animation plugin (you should also have this.) Then make your animation however you like, when your finished i recommend copying the first key-frame of your animation and pasting it at the end so it looks like it loops, then click the loop button in the animator tab next to the play button and skip button so it loops, play your animation and make sure you like it then export it, create new, name it then click done. Go to the Roblox home page on google, on the left side click inventory : animations : then your animation you named. at the top you'll see the url, double click the 10 numbers in the url and copy them, go back to studio, go to your animation guy and find the script inside him. open it and you'll see a reel that says "animation" click that and in your properties tab double click the 10 numbers that are there and paste your numbers. Then build a rig that is R6 or one you already have and put the script from the dummy into that character and he should play the animation when you start the game and it should loop.
local animation = Instance.new("Animation")
animation.AnimationId = "rbxassetid://ID_HERE"
local track = script.Parent.Humanoid:LoadAnimation(animation) --Assuming the script is inside the npc...
track.Looped = true
track:Play()

i tried this, if its looped, it just plays from the beginning, and i have an animation that moves, but i want the last part of it to stay that way, so looping it also does it from the beggining
Then create a new animation with the ending part, and loop it
oh, good idea
