You would have to script the camera to prevent panning. So you'd probably have to put it in scriptable mode.
How do you make the camera follow the character then smoothly? :P
You'd have to set the player's head as the camera's focus. Though, you never said what exactly you wanted so I am not sure if you want the camera to remain in the same spot or not
