How do I use a timer and a database to make an arrest system?

So basically I am wanting to make an incarceration system where you have a GUI pop up and you fill out the username arrest reason. And it teleports them to the jail where a countdown begins depending on the charge it will be more or less time. I also want it to where if they leave the game and join back they are still in prison, I am not sure how to go about doing this, I am very new to scripting still, I got a general tap to arrest system working but it had no GUI or countdown timer, and some help would be greatly appreciated.
