How can I get a list of the player's plugins? I'm making a plugin that will see if other plugins are outdated, but first I need what the player has. Can anyone help?

You can't see what plugins the player installed, however, if the player has the inventory public you may use Roblox's web API (only with a proxy) to see what plugins they own. . However, this isn't a very good way as this isn't whats installed and just what they own. Also as mrmcmuffinz123 said, Roblox already has a built-in menu for this.

Not sure that's possible without the use of some external system, also Roblox already has menu dedicated for this sort of thing.
Like mrmcmuffinz123 said, I don't think there's a function for that as ROBLOX already has that function inside their plugin managing system, so it will automatically tell you to update, or update on it's own.
