How do i only have things controlled by one player on a vehicle seat?

I have done some research and I am still confused as to how i should do this. I want it that when a player sits down on a vehicle, the functions of that vehicle (turrets, keybinded flares, etc.) is only controlled by that person. I am mainly confused by how a seat will recognize that it is being used, and when not.
