Currently, it seems the best answer is from Ultraw, and can be found here:

You could kick everyone in the server, then kick any new players. Roblox should shut down the server automatically.

There is no "Shut down server" function in Roblox. AFAIK this is the only solution.

The closest thing to it is the "Shut Down all Servers" option in the game menu, but I'm guessing you want something specific to each server?
