What's wrong with this which is making it not work as I want it to work?

I've been trying to find out why this isn't working it's a very basic check yet it doesn't seem to work it just says that it's false when I want it to be true.

I'm using this in a Plugin just as a better description on what I'm using this for.

Pastebin sometimes won't work from what I was told was an anti-bot system. So instead of the expected text, you will get HTML code instead. So you can't fix it, it's on PB's end.

Use https://paste.ee instead.
