I tried putting a decal on a cylinder but it is rotated sideways.

How do I rotate decals without rotating the part the decal is on?

Click the decal in explorer, go to the properties tab, click the face option and select where you would like it to be.

I meant like the eyes are on the left and the mouth is on the right of the face on the cylinder

In that case I would recommend creating a second transparent cylinder inside the original cylinder that you can rotate to fit

Download the decal; edit it in a photo editing software and use that instead.
