I cant find out how to make my own Admin Panel, Can someone teach me?

How do I make an Admin Panel for only specific players or group ranks in a group game that can make players fly, kick players, give players cash and speed players.

um... i will show you how to kick but i dont know how to fly (this is thru Chat)

so if you chat kick PlrName it will kick PlrName (note: you have to type in the full username)
