I wanted to make some kind of a horror with effects and one of effects was screen noises, its small and randomly colored dots on the screen that moving and changing transparency, is it real to make in roblox?

Alright so what I can see here is you are attempting to make it so a GUI or such can pop up, such as static decals. I'd recommend a RemoteEvent, SeverScript in ServerScriptStorage & A GUI Activation. Since I don't have a exact idea of how you want this to work, I can only give a suggestion rather than an pure answer on what to do. Apologies..

Could you be a bit more descriptive? There really isn't anything I can do to help you with this as you haven't given any coding or a better idea of what you are asking..
i just want to make some kind of TV Static effect, but if i do decal the pixels will be too big when i resize it, it also wont change position of dots everytime
