I apologize for this not being scripting related however i do need assistance, since this is my last resort.
I have my Quality and Edit Quality Maxed out plus I've restarted studio multiple times. I don't quite know why the opacity of the water isn't effected. I don't know if it's because I'm in a team create or if I'm doing something wrong. If you know why this is happening, please feel free to answer.

I don't think you can't alter the transparency of Terrain.
WaterTransparency is like fog except underwater. If it is 1 and you swim in it, you can see everything where as 0 is all fogged up.
