Idk why it's doing this. Please answer so I can release my game. I think it's something with start place, but I don't know how to remove that.

I made my game but when I join the actual game, its just a baseplate?

This is happening because you're not publishing the place, you're saving it to the cloud. When you want to publish a change to your place in Studio, make sure you go to File > Publish to Roblox, or press Alt + P.
go to configure place, version history, change it to the latest one above all versions.

This isn't a glitch, look at the answer above, it doesn't publish the place, it only saves it to the cloud.

well uhh..
When you are in the Roblox studio make sure you click file > publish to roblox
