You are correct in using BillBoardGUI. You need to change the Size property so it won't scale with the size of the screen. For example, a BillBoardGui with size (1,0,1,0) will span for a maximum of 1 stud in the world regardless of distance from the character.
I already did that to, but in this video its not even moving.
