Names/tags above our heads?

So could I get help with a script where you can insert a player name or user ID, Then insert a "text" that will pop up as a tag above the player that I selected.

For example:

Player name: policeMarcus Text: Emperor of some country

Then the tag/name will pop over my head in-game where it says "Emperor of some country". I would be very happy if you could change the color of the tag/name and maybe change the size.
