Is it possible to get a list of all running VIP servers on a game and with that list let an owner teleport to all those VIP servers?
Would something likeTeleportService:Teleport(placeId, player) Work with a vip server not owned by the developer but by a player?

No, it doesn't work that way. VIP servers are accessible only to the person who created the VIP server and anybody that the creator gives permission to use the VIP server. Game developers can't access any VIP server (if their game allows VIP servers in the first place) unless they were invited to use that server (as @cherrythetree and @Headstackk said).
Another exception is that the friends of a VIP server owner can't access that VIP server unless they are also invited. (This means that not just any friend can randomly join a VIP server.)

I don't think so? VIP servers can be only access by direct link, friends with VIP server owner or invitation.
No, because the VIP server owner must be friends with the owner.
