For this example, I am making a car and I will be making it move. What would be the best way to add movement to it? Would you say welding all the bricks (or in this case, meshes) to a "PrimaryPart" and change the primaryParts properties? And if so, how would you create the movement itself? Would you use bodyForce's, velocity (built into the brick itself), maybe even a loop raycast/Vector3 system? Please take performance and best quality into consideration.

There's an in built vehicle system, not sure if that's what you're looking for, but is probably the easiest answer by far. https://wiki.roblox.com/index.php?title=Making_a_Car

Is a player supposed to drive the car? Or is the car supposed to just drive by?

I would use BodyMovers on the primary car part, then weld meshes or other parts to the primary part so they move with it. As long as the car is unanchored, you can set the NetworkOwner of the primary part to the Player that is controlling it, and then the client can create BodyMovers to move it around.
