Some people say that even filtering enabled games can be hacked so i want to know if that's true. If so then is it necessary to make a ton of scripts that block all different types of ways that the game can be exploited?
Is filtering enabled enough to stop any hackers/exploiters?

Filtering enabled indeed isn't enough to stop exploiters, but it doesn't mean you should go paranoid either. There are things you can do in order to secure your game.
- Never trust the client
This is the most important rule. Never trust anything the client sends (but use common sense). For example, don't make a remote which gives you cash when you fire it. Or if you have a purchase remote, don't make the client tell the server the price, or if it has enough money. Always check those things on the server.
- Basic client security
While you cannot prevent the usage of exploits in your game (unless you're like mudock who uses memory based detection which will give you billions of false positives in a real game), you can add some basic checks, such as WalkSpeed check.
Although keep in mind that exploiters can spoof anything on the client: WalkSpeed, FireServer, even local variables in your script. That's why server-sided checks are the most reliable, although not always.
(Also, whatever you do, please do not loop check the magnitude of player's new and old position. It's a bad way.)

I believe one of the detections you can't pull off is teleporting

Yes, any game on roblox can be exploited. The exploiter can fire events and if you have no checks in the script that handles the event fired, then they can take advantage of that. They can also change local stuff such as their walkspeed and humanoid states without firing any events. You can read more about exploiting here: https://devforum.roblox.com/t/exploiting-explained/170977.
You don't need to worry about place stealing as I believe it's been patched.
Place stealing is not patched LawIR, lol
Oh okay, forget that second comment!
You can try. But no game is 100% exploit proof
I thought about making a very cool game and spend my whole time on it. But the fear of these idiots stealing something I worked on, just stops me from starting.
^ i agree, i wouldn't want a game that i spent hundreds of hours working on to be ruined by hackers.
