Terrain VS parts/mesh building. Which is less laggier/glitchier?

So I am in a team developing a game and the main builders decided they should use terrain cos it would create less lagg, my question is, is that true? I started to doubt this when someone said it lags more and is very glitchy. so the question is: what's the better choice?

For me, having tons of blocks is very laggy as it can be moved and cause more data to be occupied by the server causing the client many forms of lag. Thing is, mesh parts are like decals except 3d... Meshes would be a good choice because all you need from meshes is to load the mesh. Again, there are Unions, unions (Not onions) are parts combined to create a single part.. You can use negative parts to carve out unions. Then there are voxels (Terrain) Voxels don't take up much lag but when you start a game, it takes more time to load.

In my opinion, Meshes and Unions would be the best to use.
