No, it can't. Only local scripts run there. Server-sided scripts can run:
- Workspace
- ServerScriptService
- In a player's character
- PlayerScripts
- Tools
etc.

They can run as a descendant of workspace. There isn't a limit to what. ServerScriptService and backpack are other places. That's about it. The PlayerScripts folder is created locally, it wouldn't make sense for server scripts to run in PlayerScripts
