Tips on removing lag or bad network receive?

Alright, so my game has a lot of lag. Well, I really wouldn't call it lag more than just (slow) Even whenever you're not doing anything, the network receive is red. The game is not big at all. Its a tiny little map and a lobby. I looked on script performance in studio, and not one script goes above 1%. Also, theres maybe 5 server scripts in total in the entire game. Nothing loops.
