I'm trying to add a hotbar to the top, but everytime I do so it doesn't go straight to the top but rather a bit below.

It's because of a roblox topbar, so you have to position your hotbar a bit above.
First of all topbar's size is 1, 0, 0, 36 which means you have to position your hotbar to 0, 0, 0, -36.
Also you can make the roblox topbar transparent using SetTopBarTransparency().
