CFraming models relative to character?

Why does

local x = game.Lighting.Zombie:Clone()
x.Parent = game.Workspace
x.PrimaryPart.CFrame = CFrame.new(-379.73, 95.201, 637.33)

work but

 local  storm = game.Lighting.WindStorm:Clone()
        storm.PrimaryPart.CFrame = game.Players.LocalPlayer.Character.Torso.CFrame
        storm.Parent = game.Workspace

doesn't give the model a new CFrame?

If I were to guess this is due to the fact that x is a character model and it's primary part is the HumanoidRootPart. When characters are moved by their humanoid root part the whole model moves because it's held together by joints (motor6D). I imagine storm on the other hand does not have joints holding everything together.

Is there any way to do it then?
