Hello I am learning how to use ModuleScripts now and it seems to be very easy, but can you require and use a ModuleScript from LocalScript without any FilteringEnabled problems?

You can access module script from anywhere. However, the same rules apply. If it is in ServerScriptStorage, you cannot access it from the LocalScript, but if it is in the ReplicatedStorage then you can access. Depends on whether you put it on client, server or both storage.
