In my game, when you try to use :speed command or make somebody slower via code, it does it for a split second and then makes them go to 16 again. I don't know why this is happening. There is NO script that makes them only 16 speed. I checked my game for viruses and there are none. So why would this be happening and how can I fix it?

Either extreme lag or some script making them walk 16 again. If you got a run script that could put them on 16 because their not "running".
