The targeting system done in Dragonball Final Stand is pretty dope. It allows you to lock onto the nearest player just by looking in their direction.
Your mouse does not need to be directly on the player.

Any help would be appreciated.

Looks to me like it's just detecting the mouse's target and if it's a player draw a circle

just firing rays at the mouse and then checking the closest distance from the ray to each player and locking on to the nearest one probably, I have done it with some of my scripts and it works the same
oo that's a good idea.
cast a ray in the area your cam is facing, then, find the nearest player, if it's within your ray's magnitude (you can decide how big the magnitude is) rotate your torso toward him.
