Why are the plugins not showing on the plugin bar?

I installed the cutscene editor plugin, most of you know what that is. But, the problem is, when I look at the plugin bar, it doesn't show it. I even re-install it, un-active and active it again until it works, but it doesn't! It says it's up to date, idk what to do ;-;
