-- attempt to find a container; create a new one if it doesn't exist
local container = Workspace:FindFirstChild("LocalBin")
if not container then
    container = Instance.new("Camera")
    container.Name = "LocalBin"
    container.Parent = Workspace
end

-- 'container' will be used to contain all local parts. Below I copied the code from
-- before to create a local platform.

local platform = Instance.new("Part")
platform.CFrame = character.Torso.CFrame * CFrame.new(0, -3, 0)
platform.Anchored = true
platform.Size = Vector3.new(10, 1.2, 10)

-- parts will now be placed in 'container' instead of workspace
platform.Parent = container

is 'platform' suppose to be the arrow, because there's no reference to arrow here?

I don't see any code having to do with the mouse or an arrow..
