just use any model resizer plugin. they make blocks smaller than the minimum.

If your Studio is updated to the latest, you can edit your (Models > Move) Increments to 0.05 or below to get a 0.05 by 0.05 Part.
no, the minimum size of a part can only strictly be .2 even if the move scale is set to 0
