You cannot, traditionally, make a custom accessory. You could make a 3D model in software like Blender, upload it as a Mesh, and weld it to their character.

Really? I saw a Wristband in a game and it did not look like a mesh it looked more like someone Attached 4 Bricks together and then somehow Weld it to the Character

You don't have to use a mesh. You can use parts. As for welding, I recommend looking at the page on Welds on the Roblox Wiki. It helped me a bit.
