What is a localization table?

I was gone from roblox for over 6 months, and when I came back I saw they've added a few new scripting aspects and generally developed, well development of roblox games lol.

Anyways, while I was gone they added the Localization Table, and I have no clue what this is and what its purpose is, anyone able to fill me in?
