How do you block dragging/Clicking of lower layers?

I have a Frame with a Zindex of 11. Below it is a Frame with a ZIndex of 9. I want to make sure that when I try dragging the frame on top, it does not drag the frame on the bottom.

I have tried setting the Active property to true. This has no effect. Any ideas?
