How to make the the camera locked in a certain position above the game?

So, for this I am going to use an example of clash of clans, or some other game that's similar to it. It has the camera centered above the map/game, and to where you can scroll around and it has boundaries and there is no character in the game, technically, just a camera and your base. Is there any way to make this work in ROBLOX? How and whats required? Is it possible to make it scroll around, possibly zoom in and out, and have map boundaries?
