I don't want the players to be able to change their graphic settings. I want them to be up so they can see a neon effect but how do I go about doing that?

The graphics settings are there for a reason - Accessibility. Roblox wants people on all types of hardware to be able to play the game. Does your game rely on a specific feature of a specific graphics quality? Bad luck.
