You can try to go to "TEST" in the menu and choose how much players you want in a testing server then press "START", I think you can chat in it.
That's what I'm talking about, you cannot chat in it.
It is annoying, I agree.
It seems that chat will only work when using 1 player in the test server, any more than one and chat is disabled
